The investigation: Russia filed an action against the Baltic countries as early as last year(1)

A joint international investigation involving Lithuania, Latvia, and Estonia has revealed that the Russian Ministry of Foreign Affairs reportedly commissioned a lawsuit in Moscow during the summer of last year. According to the findings of the LRT Investigations Department, the drafting of these legal actions was allegedly carried out by Nikolai Meževičius and Vladimir Simindeius, individuals described as “Baltic experts” with a history of cooperation with Russian special services. The findings indicate a pattern of legal action targeting the nations.

Specifically, since 2022, Lithuania, Latvia, and Estonia have each reported receiving five such notifications originating from Russia. The subject matter of these legal challenges appears to revolve around alleged violations of the United Nations Convention on all forms of racial discrimination. The joint effort aims to shed light on the systematic nature of these legal maneuvers originating from Russia.

The report details the mechanisms through which these lawsuits were initiated and subsequently served to the Baltic states. While the investigation uncovered the formal process of the litigation, it also noted other instances of concern, including a separate observation regarding a close call involving Russian assets reaching Summa. Overall, the documentation provides a comprehensive overview of the legal pressure exerted on the three nations by Russian state actors.
