S. Skvernelis stated that he is unable to fulfill the duties of a Member of Parliament because the requirement involves him leaving the premises. The politician indicated that this is not an isolated incident, citing previous instances where his parliamentary work was interrupted due to the electronic monitoring jacket.

Specifically, he mentioned being prevented from participating in a vote last week because of the device. Skvernelis continued, stating, “And the second time. Last Tuesday, I was stopped from voting, I had to go out.” He expressed doubts regarding the proportionality of the restraint measure imposed upon him.

During the incident, Skvernelis recorded the electronic monitoring device beginning to buzz at the start of the parliamentary session. Ramūnas Matonis, head of the Police Department’s Communications Section, commented that assessing whether the electronic monitoring device impedes a specific individual from carrying out the duties of a Member of Parliament falls outside his purview. Nevertheless, Matonis acknowledged that such a measure of restraint evidently hinders an individual from performing their expected duties.

Skvernelis said these repeated interruptions significantly impact his ability to function effectively within the Parliament.
