Rostov serves as a primary Russian base for operations conducted in southern and southeastern Ukraine.
Furthermore, the region maintains connectivity with Kursk. This area has seen previous involvement of North Korean personnel, who reportedly fought alongside Ukrainian forces in Kursk between November 2024 and March 2025, a period marked by Kyiv executing what was described as a major cross-border military action.
