Justice Minister Martynas Dobrovolskis stated that the conduct of individual employees should not serve as the sole measure for evaluating an entire institutional service. He emphasized that while assessing potential violations is necessary, the focus must equally be placed on fortifying the entire organization. This strengthening effort must encompass the personnel, leadership structures, internal culture, and the overall capacity of the institution to resist any form of improper influence.
In response, the Ministry has issued recommendations to the heads of the prison and administration departments within the Prison Service. These leaders are advised to conduct comprehensive discussions with their employees. The topics for these sessions must include maintaining professional boundaries, adhering to service ethics, preventing conflicts of interest, and mitigating risks associated with manipulation and undue influence.
Furthermore, the Ministry stressed the importance of reminding all staff members of their professional obligation to interact with convicted and arrested persons in an objective manner. Such interactions must actively avoid creating situations that could foster dependency, favoritism, or emotional attachment. By reinforcing these standards across the board, the goal is to ensure the integrity of the correctional service remains uncompromised by individual lapses in judgment or adherence to professional boundaries.
