Decisions concerning the handling of a significant waste crisis in the Vilnius region were recently made by the Vilnius County Waste Management Centre (VAATC) and the emergency operations manager of the Vilnius city. The situation escalated following an appeal lodged by the municipality of Elektrėnų. Consequently, the Vilnius Regional Prosecutor’s Office instructed the STT to issue a ruling adhering to the Procedural Code of the Criminal Code (BPK).
This directive addressed concerns regarding the potential illegal transportation and disposal of mixed municipal waste originating from the Vilnius area. The core dispute centers on the municipal announcement made in July, which detailed the plan to redirect all mixed municipal waste from the Vilnius region to a designated landfill. Critics noted that this decision was implemented without consulting representatives from Elektrėnų or conducting a thorough assessment of the potential ecological and residential consequences.
Despite the documented concerns regarding the waste management process, the STT’s actions drew scrutiny. On July 27, 2021, the STT issued a decision that declined to initiate a formal investigation into criminal offenses, even though indications of such potential misconduct had been presented. The sequence of events highlights a regulatory tension between regional waste infrastructure planning and local stakeholder input within the Vilnius county.
