Officers initially stopped a man after observing him handing cigarettes to another individual, leading to suspicion of smuggling activities. A subsequent search of the man’s vehicle revealed forty packs of Marlboro cigarettes on the rear seat, which were found to lack the required Lithuanian flag markings. Consequently, administrative proceedings were initiated against the man under Article 209, Paragraph 3, of the Administrative Code of the Republic of Lithuania, pertaining to the unlawful disposal of excise goods.
The authorities continued their investigation by conducting a search at the residence of the citizen from Širvintos. During this search, officers seized an additional 170 packs of various types of cigarettes. Furthermore, they discovered approximately 15 liters of liquid emitting a strong odor of alcohol, which is suspected to be spirit.
The scope of the investigation broadened beyond administrative law. Due to the discovery of the alcohol, an investigative inquiry was launched concerning the unlawful disposal of domestic strong alcohol. The combination of findings—multiple quantities of cigarettes and restricted alcoholic beverages—resulted in dual legal actions.
The initial stop and subsequent searches allowed authorities to confiscate significant quantities of both tobacco products and liquor, leading to both administrative charges and a formal criminal investigation.
