Service Ethics Watchers: A. Visockas confused interests when setting the remuneration of the director of a municipal enterprise

VTEK deputy head Virginija Aleksejūnė informed reporters on Tuesday that a commission concluded that A. Visockas violated the Law on Public and Private Interests. According to the data compiled by the commission, the core violation stemmed from Visockas’s failure to declare his professional relationship with the head of a company owned by the municipality.

The commission’s investigation highlighted that the undisclosed relationship constitutes a clear conflict of interests. V. Aleksejūnė stated that, under the relevant law, such circumstances mandate formal declaration by the individual involved.

Furthermore, VTEK noted that the Mayor of Šiauliai was also found to have violated the law for failing to declare this connection. The assessment issued by the commission concluded that the existence of this relationship inherently creates a conflict of interests for A. Visockas.

Consequently, the commission determined that Visockas should have formally declared these circumstances and recused himself from any decision-making processes where the conflict was relevant. The findings underscore the legal requirement for transparency in public roles, emphasizing that undeclared personal or professional ties can compromise the integrity of official decision-making. The commission’s determination serves as a formal directive regarding compliance with Lithuanian regulations governing public officials and private interests.
