According to the Ministry of Agriculture’s press release, Lithuania previously lacked a single, standardized methodology for the systematic evaluation of potential cases involving the cruel treatment of pets. This new document is designed to establish uniform evaluation criteria applicable across all relevant institutions.
These entities include the Ministry of Agriculture, the police force, local municipalities, and other organizations involved in animal welfare efforts. Currently, the draft guidelines are being presented to inspectors within the Ministry of Agriculture’s regional inspectorates. Following this internal review, the criteria will undergo a public consultation phase involving representatives from municipalities, police departments, and animal welfare organizations.
The Ministry emphasized that when conducting an evaluation of suspected cruel treatment of animals, it is essential to rely on clear, scientifically grounded, and well-founded criteria. The primary objective of the new framework is to ensure that the assessment of such cases is applied both consistently and uniformly across the board.
