The prosecutor representing the Šiauliai District Prosecutor’s Office initiated civil proceedings on Wednesday, filing a civil action for unjust enrichment. The lawsuit requests that the Šiauliai District Court award the Šiauliai City Council a sum exceeding 3,000 euros from the mayor’s office. According to an investigation conducted by the prosecutor’s office, a review of funds disbursed from the Šiauliai City Council budget spanning the period of 2019 through 2023 revealed discrepancies.
The investigation determined that a significant portion of the funds paid to the politician were not directly attributable to the performance of the council member’s official duties, particularly when factoring in actual meeting participation and documented travel. The basis for the claim involves several specific irregularities. Notably, some fuel expenses were paid using identification cards belonging to other individuals.
Furthermore, certain purchases were documented as occurring during quarantine periods or even predating the mayor’s current term of office. Based on these findings, the prosecutor’s office has calculated that 3,630 euros constitute an amount subject to unjust enrichment. The filing seeks a formal judicial determination regarding the improper use and retention of public funds by the mayor’s administration.
