Ahead of the European Union Foreign Affairs Council meeting scheduled for Monday in Brussels, K. Budrys expressed his hope that member states would successfully conclude negotiations on an additional sanctions package. He stated that there remained significant unresolved issues, specifically referencing the “21st package” of sanctions for which consensus had not yet been reached.
During remarks to journalists, Budrys highlighted proposals put forth by Lithuania, which advocated for the inclusion of key Russian energy companies, such as Rosatom and Lukoil, within the scope of new sanctions. According to Budrys, this measure was intended to effectively curtail the financial support reaching the Russian war economy. He noted that while the EU has already implemented sanctions targeting Russian entities involved in hybrid and cyber attacks, the most substantial disagreements continue to center on the energy sector.
The ongoing inability to finalize comprehensive measures in this area remains a key obstacle to advancing the full scope of punitive measures. The focus remains on achieving a unified agreement on the terms and targets of the next sanctions package to strengthen the bloc’s coordinated response.
