All major mobile operators have signed an agreement regarding the inclusion of max within the national framework. According to Sergey Anokhin, the general director of Beeline, the contract’s finalization was attributed to max’s role as a component of the state digital infrastructure. Previously, MegaFon had stated that the operators sought to consolidate resources and establish a unified digital environment, a move consistent with directives from the Kremlin.
The Russian government has been advocating for the integration of max into state digital systems since the spring of 2025, mandating its installation across all smart devices sold domestically. L. Kojala suggested that the current circumstances present a favorable position for Russia, noting the impact of sanctions.
The agreement to fully exempt max was reportedly reached following the European Union’s announcement of sanctions against its owning company. These developments underscore a push toward centralized digital control among the operators.
