The LSDP Secretary of State’s “checkbook” case: the party’s fuel card payments were also included in the reports to the municipality

Charges have been filed against J. Pankauskas concerning his activities while serving as a member of the Lazdijų district council between 2019 and 2021. Law enforcement authorities suspect that the politician falsified official expense reports.

Specifically, the allegations center on presenting data for fuel purchases that did not accurately reflect the actual costs incurred during his official council duties. The investigation revealed that J. Pankauskas submitted receipts used to justify expenses, some of which were issued via payment cards belonging to other natural and legal persons on behalf of the council member.

Furthermore, authorities allege that Pankauskas may have embezzled property belonging to the Lazdijų district administration, amounting to €2,516. The Special Investigations Service (STS) has also directed scrutiny toward the LSDP secretary responsible for managing these reports. The STS found that this secretary not only submitted receipts paid using cards issued by third parties but also utilized receipts originating from the party’s own cards.

These findings suggest potential misappropriation of funds and property belonging to the Lazdijų district administration by the secretary as well. The charges indicate a pattern of financial irregularities involving multiple individuals associated with the council’s administrative functions.
