Regulatory adjustments are proposed concerning the operational status of Gazolius, which has achieved legal entity status. For the company to transport goods, it is stipulated that it must secure a European Union (EU) license. Furthermore, any associated freight vehicle must be an N3-class model, limited to a maximum permissible weight of 12 tons, and must be registered within an EU member state or the European Economic Area (EEA).

Regarding taxation, the government must establish the official procedure for determining the specific amount of refund applicable to paid excise duty, as well as defining the duration for which this payment will be recognized. These proposals stem from observed reductions in domestic diesel purchases, leading to lower national budget revenue, with reports indicating that transporters are increasingly opting to purchase fuel in neighboring countries. Separately, in the agricultural sector, the “Agroambadori” report suggests that sustained success in farming is predicated on research and development rather than mere chance.

The report highlighted significant market challenges, noting that during the previous year, volumes ranging from 220 million to 300 million units remained unsold within Lithuania. This data underscores potential inefficiencies in supply chain management or market absorption capacity within the national framework.
