The Election Code stipulates that when the duties of the Prime Minister or another government official are assigned to the role of the Mayor, the individual must relinquish the mayoral duties. According to a representative from the VRK, Indrė Ramanavičienė, the process for this transition is procedural. She explained that the Supreme Election Commission (SEC) typically needs only to issue a request, signed electronically, to terminate the Mayor’s powers.
Based on this request, the commission then issues a formal decision at its subsequent meeting. Ramanavičienė provided a specific example concerning the local political situation. She noted that given that fewer than a year remains until the next municipal council and mayoral elections, Mindaugas Sinkevičius would not organize early mayoral elections in the municipality if he were to leave the post of Mayor.
In such a scenario, the duties associated with the Mayor’s office would not be automatically transferred to the new incumbent. This framework establishes a clear protocol for managing executive responsibilities when an official moves between local and national governance roles. The system ensures that the legal transfer of duties—such as when a Mayor assumes a role connected to the Prime Minister’s office—is formalized through the appropriate electoral commission channels.
This procedure maintains administrative continuity while respecting the statutory separation of powers between the local mayor and higher levels of government.
