T. Godliauskas, who was the deputy minister of the Lithuanian Ministry of Defense, started to lead the association “Global Defense”

T. Godliauskas stated that a primary factor in his decision to join the nascent Global Defense Association was the opportunity to operate at the policy level from the perspective of citizens and international organizations, rather than solely through state institutions. According to a statement released by the Lithuanian Startup Association, “Unicorns Lithuania,” the association’s core mission is to integrate civil society and various organizations into the framework of global defense efforts.

The initiative seeks to bolster the practical readiness and sense of responsibility within these sectors, thereby enhancing overall societal resilience and social cohesion. Furthermore, the group plans to focus significant attention on adapting advanced defense practices from international models. Specific areas of study include methods employed by Finland, Ukraine, and Israel, among other nations, tailoring these practices to meet the unique requirements of Lithuania.

These strategic directions will not be implemented theoretically; instead, the association plans to validate these concepts through pilot programs. The establishment of this global association aims to create a collaborative platform where non-state actors can contribute meaningfully to national security preparedness, moving beyond traditional governmental structures to build a more comprehensive defense posture.
