Amendments to the Administrative Offenses Code (ANK) have been proposed by Member of Parliament Darius Razmislevičius, a member of the Social Democratic party. These proposed changes address the improper use of parking privileges associated with mobility assistance cards for individuals with a disability. The legislation targets instances where a vehicle is parked or where other benefits outlined in the Road Traffic Regulations are utilized, but the vehicle is neither actively being driven nor transported by the specific person to whom the disability card was issued.
For this administrative offense, the proposal suggests a fine ranging from €60 to €140 for the initial infraction. If the same violation is committed repeatedly, the penalty would increase to a fine between €140 and €300. Razmislevičius highlighted that the disability parking card provides more than just a means of facilitating movement for a person.
The card grants several associated financial benefits and rights. Therefore, the proposed amendments aim to reinforce the intended scope of the card’s use. Furthermore, the proposal reminds drivers that parking a vehicle in an unlawful location carries penalties beyond just the potential fine related to the card misuse.
The focus of the amendments is to ensure accountability regarding the proper use of these specialized privileges, maintaining the integrity of the system designed to support the mobility of people with disabilities. These changes seek to clarify the rules surrounding the utilization of these designated parking benefits.
