Life Sciences Law expert Andrei Rudanov has reviewed expert opinions regarding amendments to the national healthcare system submitted by the Ministry of Health (MHL). The review included analyses from both the University of Vilnius (UV) and Mykolo Romerio University (MRU). Rudanov noted that the findings from both institutions conveyed a consistent assessment: the underlying projects lack sufficient scientific and legal justification.

Specifically, experts from the Faculty of Medicine at the University of Vilnius stated that there is no conclusive scientific evidence to support the assumption that reallocating funds from private to public healthcare institutions will automatically lead to cost reductions or enhanced systemic efficiency. According to the expert analysis, the mere designation of a healthcare facility as public does not inherently guarantee improvements in service delivery, such as reduced costs, faster service times, or higher overall quality of care. The critique centers on the theoretical leap between funding mechanism and operational outcome.

While the amendments represent a significant restructuring of public health finance, the expert consensus suggests that the proposal overlooks the complex variables that determine system efficiency.
