Due to unclear wording, VRK did not register the referendum initiative on the necessity of the military base

A citizens’ group has formally advanced an initiative calling for an advisory referendum in Lithuania regarding the establishment of a new military base within the Republic. During a recent commission meeting, representatives from the group—Zigmas Vaišvila, Nendrė Černiauskienė, Egidijus Čibirauskas, and Gediminas Ustinavičius—presented their arguments advocating for a national vote on the question: “Is it necessary to establish a new military base in the Republic of Lithuania?”

The core of the group’s request stems from a law adopted by the Seimas on April 23. This legislation authorized the creation of both a new military base and an associated military training area.

The proponents of the initiative maintain that the decision carries significant weight, directly impacting the nation’s interests in national security and state defense capabilities. Their argument for a national vote is grounded in established legal precedent. Specifically, the group referenced the decision made by the VRK, which drew upon the ruling of the Constitutional Court from July 11, 2014.

This court ruling established a guideline suggesting that matters deemed of paramount importance to the state and the nation should be subjected to a referendum process. Consequently, the group is formally petitioning for the execution of this advisory referendum. The submission frames the proposed military infrastructure development not merely as a legislative act, but as a matter requiring direct public consultation to ensure broad national consensus before implementation.
