According to E. Grikšas, the administration of L. Savickas marked a period containing one of the most significant oversights during his tenure heading the ministry.

Grikšas argued that the state was unable to absorb the impact of the resultant coordination vacuum. He specified that the period between 2024 and 2025 represented a critical juncture. During this time, several systemic pressures converged, including accumulated technological debt, mounting state liabilities owed to the Registrų centras, inadequate infrastructure investments, and a general lack of coordination, all of which began to jeopardize the sustainability of the digital systems.

Focusing his critique on the ministry’s structure, Grikšas highlighted the absence of a dedicated deputy minister responsible for coordinating digitalization efforts and supervising the activities of the Registrų centras. He noted that this lack of designated oversight resulted in a prolonged period—approaching six months—where the ministry lacked the necessary deputy minister to manage digitalization policy coordination and supervision of the central registry. Grikšas contended that this prolonged institutional gap represented one of the biggest operational failures during the relevant timeframe.

The inability to maintain consistent, high-level coordination over the central registry’s operations, coupled with existing technological and financial pressures, created a significant vulnerability for the state’s digital infrastructure. This oversight, according to Grikšas, posed a substantial risk to the stability and continuity of vital national services managed by the centras.
