Due to its strategic location within Moscow and its indispensable function in maintaining the city’s fuel supply, the refinery has historically been under high security. Previously, any attempt by drones to reach the oil refinery required penetrating three established layers of air defense, primarily comprising “Pancir” systems mounted on modern platforms. Reports indicate that Russia is currently developing a fourth layer of air defense.
Consequently, any Ukrainian drone attempting to reach the oil refinery near Moscow would need to breach the outer perimeter of the facility itself, in addition to navigating the existing defensive measures.
