The aim is to increase fines for not flying the state flag during public holidays by 10 times

A bill has been introduced to amend the Administrative Offenses Code (ANK) concerning penalties for flag-raising violations. The parliamentary rapporteur responsible for the legislation proposes a substantial increase in the fines associated with these offenses, suggesting a tenfold escalation in penalties. Should the Seimas approve the changes, individuals found violating the proper procedure for raising the flag—whether it pertains to the Lithuanian state, foreign nations, the European Union, or international public organizations—could face either a formal warning or a monetary penalty ranging from 100 to 300 euros.

This proposed structure represents a significant increase from the current maximum fines, which range between 10 and 30 euros. According to A. Ažubalis, a member of the Seimas Foreign Affairs Committee, the existing penalties are deemed insufficient, failing to serve an adequate preventive function.

He stated that the act of raising the Lithuanian flag during state holidays transcends mere symbolism; rather, it constitutes a significant demonstration of civic duty and respect for the nation-state. The proposed amendments aim to align the legal consequences with the perceived importance of maintaining proper state protocol and respect for national symbols. The legislative proposal thus seeks to strengthen enforcement mechanisms related to flag protocol violations.
