The decline in Lithuanian youth skills: from the result above the OECD average to the bottom of the table

A detailed 2023 OECD report concerning adult skills, released in July, indicated that a significant portion of the youth population in Lithuania exhibits low proficiency levels. Specifically, 33% of young people aged 16 to 25 in Lithuania demonstrated low skills, meaning their reading and/or calculation abilities were at the first or lower level. This low rate among the youth contrasts with the figures for the general adult population in Lithuania.

For adults, 44% were found to have low skills, representing the fourth-worst result among the countries surveyed. However, when assessing the youth segment, Lithuania lags considerably behind its peers, ranking 7th from the bottom out of 31 participating nations. For context, the report highlighted substantial differences when comparing Lithuania’s youth proficiency to other economies.

In Estonia, the rate of young people with low skills was nearly three times lower, recorded at only 12%. Japan reported an even lower percentage of youth with low skills at 8%. The OECD average for this indicator stood at 23%.

These figures provide a comparative measure of the current educational and competency levels across the sampled nations.
