The Ministry of Agriculture and Rural Development (ŽŪM) submitted its preliminary investigation report to the Ministry of Health and Social Welfare (VMVT) following the commencement of the inquiry in March. A final determination regarding a potential violation committed by the head of the VMVT was scheduled to be made by a commission established by Prime Minister Inga Ruginienė during late March. The commission’s review focused on two primary areas.
First, it examined the director of the VMVT’s order of dismissal, which had previously been declared unlawful by a court. Second, the investigation addressed potential violations involving A. Mikalauskienė, specifically concerning the service offense related to the failure of certain employees within the VMVT to begin their assigned duties.
Separately, A. Mikalauskienė informed Eltai that she was notified about the Ministry’s investigation proceedings in early February. She clarified that the inquiry is proceeding based on a complaint lodged by an employee who was dismissed during the 2024 reform period affecting the Ministry of Health and Social Welfare.
The procedural developments indicate a formal review of administrative actions taken within the VMVT. The scope of the investigation covers both high-level executive decisions, such as the director’s dismissal order, and operational matters concerning staff deployment and adherence to work schedules within the ministry. These findings are central to determining accountability for the administrative actions taken during the restructuring of the health sector.
