President Vladimir Putin has signed a decree authorizing an expansion of the central apparatus of the Federal Security Service (FSB). According to reporting from The Moscow Times, this marks the fourth instance of an increase in the staffing levels of the specialized force structure responsible for securing high-ranking state officials since the start of the full-scale invasion. The new directive increases the authorized personnel limit for the central apparatus from 785 to 812 individuals.
This expansion follows previous adjustments to the force’s capacity. Previously, the protection detail’s staff limit was raised to 785 people on January 1, 2025. Earlier increases occurred on January 1, 2024, establishing a limit of 775, and at the end of 2022, when the staff was expanded from 725 to 760.
The repeated adjustments to the apparatus underscore the continued operational scope of the FSB in protecting the highest levels of Russian leadership. The decree formalizes the enhanced staffing requirements for this key security component, reflecting a sustained need for increased security capacity within the state security structure.
