Under its contract, UAB “Energesman” was responsible for ensuring the proper maintenance of waste management equipment, encompassing both ongoing and capital upkeep. However, preliminary assessments indicated that several waste management facilities and critical equipment were either non-operational or required substantial repair. The poor condition of this machinery prevented the efficient execution of the entire waste sorting technological process.
Accumulations of waste were observed across multiple areas, including open sites, roadways, and the incomplete sorting plant slated for incineration in 2025. Furthermore, the waste was found accumulating within the 16 biosolids waste storage tunnels. These tunnels represent the region’s sole designated area for long-term biosolids waste storage.
The diminished functionality of these tunnels has significantly deepened the existing waste system crisis and presents a tangible threat to the local environment. Despite public statements from “Energesman” suggesting that immediate, overnight repairs were possible, the company was ultimately unable to restore the necessary equipment. The failure to maintain essential infrastructure means that the proper management of municipal waste streams is severely compromised.
The scope of the necessary repairs on the core equipment remains unresolved, leaving the region’s waste handling capacity critically diminished.
