A recent survey conducted by VK, titled “Overview of changes in the remuneration of public administration employees and the public sector,” assesses the goals of the State Service restructuring planned for implementation starting in 2024. The restructuring aims to establish a more competitive remuneration system for public employees. According to the controllers analyzing the data for the 2023–2025 period, the highest rate of remuneration growth was consistently observed among state politicians and state officials.
Conversely, the remuneration growth for judges, despite experiencing significant increases during the initial years of the restructuring, was noted as the lowest among the assessed groups. When comparing senior officials across sectors, the initial years of restructuring showed comparable growth rates for both public and private sector employees. However, the analysis indicated a divergence in the second year, where the remuneration for senior officials within the public sector increased more rapidly than their counterparts in the private sector.
The findings suggest a specific trajectory in how compensation is evolving within the state apparatus. The data highlights varying compensation dynamics across different tiers of public service, suggesting that the state’s efforts to adjust remuneration are targeting different segments of the public workforce. Overall, the survey provides quantifiable metrics regarding the comparative salary increases in the public sector versus other economic areas as the state continues its administrative reforms.
