A preliminary investigation was initiated in the spring of 2025, led by the prosecutor of the Panevėžys District Prosecutor’s Office, Criminal Investigation Department. The inquiry was conducted by officers from the Financial Crimes Investigation Department (FNTT) following a request from the NŽT to the Ministry of the Environment. The need for the investigation arose after the NŽT representatives contacted law enforcement following the reorganization and merger of the NŽT’s Molėtų branch with the Panevėžys District Office.
Concerns were raised regarding the authenticity of certain documents and the appropriateness of decisions made by the department’s staff. During the course of the preliminary investigation, authorities uncovered evidence suggesting misconduct. Specifically, it was established that in 2021, an individual identified as V.
B., who served as the chief specialist of the former NŽT Molėtų branch, falsified official documents. This act of forgery allegedly enabled a resident of Vilnius, D. G., to secure legal ownership of 65.65 hectares of land located within the Anykščiai district, which falls under the Panevėžys region.
The prosecutor’s office is overseeing the ongoing investigation into these matters. The preliminary findings point toward systematic document manipulation designed to alter established land ownership records. Authorities are continuing their efforts to determine the full scope of the irregularities and hold all responsible parties accountable under the law.
