Calls for the rejection of the proposed Milk Law: makes new proposals

The Seimas is currently reviewing a draft piece of legislation aimed at prohibiting unfair trade practices within the Lithuanian dairy sector. The proposed law seeks to regulate various aspects of the industry supply chain, prompting significant input from key industry stakeholders. Several representative bodies, including the Association of Lithuanian Agricultural Companies, the Lithuanian Agricultural Cooperative Association, the Lithuanian Dairy Farmers Association, and the Lithuanian Dairy Farmer’s Association, submitted a combined total of 37 comments and proposals concerning the draft text.

Despite the extensive consultation, reports indicate that none of the specific proposals submitted by these associations were incorporated into the current draft, although one comment was formally withdrawn. Market participants noted that the submitted commentary covered a wide array of complex regulatory issues. These included detailed suggestions regarding pricing rules and the establishment of margin limits within the sector.

Furthermore, the proposals addressed matters of two-sided liability, standards for milk quality testing, and the necessity for comprehensive competition assessments to ensure market fairness. Stakeholders also provided input on the optimal timeline for the law to enter into force. The depth of input from various Lithuanian industry groups underscores the sector’s interest in establishing clear regulatory boundaries.

The ongoing deliberation by the Seimas reflects efforts to balance market efficiency with consumer and producer protection through updated legal frameworks.
