She stated that the system should function so that individuals do not have to navigate uncertainty regarding which institution is responsible for their comprehensive care or for necessary social assistance. Instead, the goal is for every person to receive necessary support through a single, unified system of assistance. Ruginienė elaborated that establishing this single system will allow authorities to standardize and enhance the available services, making them more generous and ensuring that the scope of support is expanded.
This consolidation effort is designed to improve accessibility, ensuring that a wider range of people can see themselves represented within the system and receive the requisite aid.
