The organizations warn that these evolving measures pose a substantial risk to the prospects of achieving future political agreements in the region. According to the document, the process of annexation is being advanced not through overt military action, but rather through the implementation of numerous administrative, budgetary, and planning decisions.
These actions encompass several key areas, including the expansion of Israeli settlements, the establishment of new unauthorized outposts, the relocation of Palestinian shepherd communities, land confiscation efforts, and large-scale infrastructure investments accompanied by modifications to existing land laws. The joint findings provide specific data illustrating the scope of these changes. Between 2023 and 2025, the report notes the establishment of 185 new outposts.
Furthermore, 118 Palestinian shepherd communities were reportedly relocated, and a minimum of 223 kilometers of new infrastructure were laid throughout the West Bank. The report suggests that these cumulative administrative and physical changes fundamentally alter the governance and demographic landscape of the occupied territory, thereby impacting the viability of a negotiated political resolution.
