A dispute emerged concerning the construction project for the VU Faculty of Medicine Science Center, which is supported by European Union (EU) funding. The situation originated in late 2023 when the contractor, “Eikos statyba,” submitted advance payments totaling over 2.5 million euros. These expenditures were formally declared to CPVA, and corresponding funds were subsequently disbursed to the university.
However, when the VU submitted its final payment request, CPVA conducted a review and determined that the entirety of the advance funds had not been fully reconciled against the executed works and supporting documentation within the appropriate timeframe. The subsequent audit revealed a discrepancy in the advance payments. To address this, the contractor returned 762.7 thousand euros of the advance amount to the VU in May 2024.
This recovered sum was then specifically allocated and utilized to cover payments for work that was completed during June 2024. The review process highlights the financial oversight required for large-scale, externally funded academic infrastructure developments. The reconciliation of advance payments against tangible construction progress remains central to the project’s financial accountability, ensuring that the allocation of EU funds for the new medical facility adheres strictly to established financial guidelines.
