The Lithuanian police intend to announce an international search for Antanas Kandroto-Celofanas(1)

According to a representative from the police department, Ramūnas Matonis, if a court order is received, all surrounding circumstances will be evaluated to determine if the individual is located in a foreign state. Should this be the case, an international search will be initiated through Interpol channels. Matonis specified that the countries included within Interpol’s scope encompass Belarus and Russia.

The discussion follows reports that in early May, A. Kandrot departed for Belarus. Upon arrival, Kandrot provided an interview to the local state television channel, “Belarus-4.” During this broadcast, he addressed the situation in Lithuania, discussing the perceived catastrophic consequences of sanctions imposed on Belarus and suggesting that Lithuania allegedly lacks the authoritarian structure of Alexander Lukashenko’s regime.

In his interview, Kandrot stated that he was in Belarus to “hide from persecution” and characterized himself as another political prisoner of the Lukashenko dictatorship. The procedural information provided by the police department confirms that the issuance of an international search warrant is contingent upon a formal review of the circumstances following the reception of a court mandate. The announcement of such a search would proceed via established Interpol protocols, highlighting the scope of cooperation across member nations, including Belarus and Russia.

  1. It appears the police are prepared to coordinate with Interpol if the individual is located in a foreign state.

  2. What criteria must be met for the Lithuanian police to initiate an international search through Interpol?
