An understanding was established concerning the movement of persons residing in the border region separating Lithuania and Belarus. This arrangement was designed to facilitate local border traffic through the issuance of special permits, allowing residents to remain within the border area of the neighboring state for a period of up to 90 days within a six-month timeframe. According to statements made by the Deputy Minister for Foreign Affairs, Vidmantas Verbickas, Lithuania completed its ratification of this agreement on June 28, 2011.
Following this, Lithuania formally notified Belarus through diplomatic channels regarding the completion of all necessary internal procedures within the country. Despite these steps by Lithuania, the agreement never entered into force. The primary obstacle cited was the lack of official notification from the Belarusian side confirming that their requisite internal procedures for the treaty’s activation had also been finalized.
Consequently, the Ministry of Foreign Affairs has assessed that, given that the agreement has remained inactive for a period exceeding 15 years and has not been formally enacted, it is currently considered irrelevant to the interests of both nations.
