The Seimas will consider the proposal to ban pro-Russian performers from entering Lithuania

Parliamentarians recently approved amendments to a proposed law put forward by conservative Seimas member Vytautas Kernagis. The amendments passed with the support of 84 representatives, with no votes recorded against the measure, although five members chose to abstain. Following this initial approval, the project is scheduled for review by both the Foreign Affairs and Culture Committees of the Seimas.

Subsequently, the Government will evaluate the proposed changes before the legislation is brought back to the plenary hall during the autumn session. The core of the proposed legislation, championed by Mr. Kernagis, seeks to amend the existing Law on the Legal Situation of Aliens.

Specifically, the proposed changes aim to restrict entry into Lithuania for certain individuals within the performing and entertainment sectors. The measure targets performers and other representatives of the cultural industry who have reportedly conducted professional activities—including concerts, cultural events, or related engagements—in Russia, Belarus, or territories of Ukraine occupied following the commencement of active hostilities on February 24, 2022. The introduction of this amendment signals a legislative effort to adjust national entry regulations based on geopolitical considerations regarding cultural exchange.

While the initial approval marks a significant procedural step for the law, its final implementation remains contingent upon the detailed committee reviews and subsequent government assessment. The process ensures that the amendments proposed by Kernagis undergo thorough scrutiny before becoming enforceable national statute within the seimas.
