The individual in question was born in 1944 in Deglės village, located in the Pasvalys district, into a farming family. In 1949, he was deported to Siberia for nine years along with his entire family. His professional education continued in 1970 when he graduated from the Petropavlovsk Higher Naval Electronics School.
Following this, he served with the Soviet Northern Fleet for seven years. Upon leaving the reserve in Leningrad (now St. Petersburg), his career focused on a scientific research institute where he was involved in the design of warships.
In 1989, he was elected as the deputy chairman of the Leningrad Lithuanian Society, before subsequently returning to Lithuania. A significant chapter in his life began with the re-establishment of the Lithuanian army. From June 6, 1991, until April 26, 1999, he served actively in the Lithuanian army and was instrumental in the creation of the Naval Forces.
