In Latvia, a new tax is being introduced – it is being considered as a measure that is being widely disputed in the country

The Latvian Ministry of Culture is currently reviewing changes concerning electronic media service providers that offer audiovisual services within Latvia. The proposed measure aims to ensure that these providers contribute financially to the creation of new audiovisual works. According to the proposal, a fee would be assessed at 3.5% of the income generated within the Latvian market.

Officials estimate that implementing this levy could provide the National Cinema Center with an annual supplementary budget of 600,000 euros. These funds are earmarked specifically to support domestic Latvian film production. The discussion surrounding the introduction of this fee takes place against a backdrop of significant shifts in audience behavior.

It is noted that the COVID-19 pandemic catalyzed a marked increase in digital culture consumption across Latvia. Consequently, policymakers are considering how new revenue streams can best support the evolving media landscape. The proposed fee structure is being carefully considered to balance industry growth with the need for local cultural investment.

The objective is to create a sustainable funding mechanism that acknowledges the revenue generated by international platforms operating within the national borders. The final implementation of these new financial requirements remains under review by cultural authorities in Latvia.
