Specifically, the current framework does not clearly define the criteria used for the initial assessment of applications, nor does it specify the methodology for calculating allocated funds or the precise conditions under which a re-evaluation can occur. This lack of clarity grants considerable discretionary power to the vlk, potentially leading to inconsistent evaluations across different institutions and an arbitrary determination of annual funding levels.
Furthermore, the STT observed that some evaluation criteria and fund calculation principles appear to have been established only after specific ASPI funding was awarded. This practice raises concerns that the evaluation standards may have been tailored to fit the particular circumstances of individual institutions or to secure a desired funding outcome. Beyond the structural concerns, the service also pointed out that the transparency surrounding the negotiation outcomes is not sufficiently guaranteed.
These procedural gaps suggest potential risks regarding equitable treatment and accountability in resource distribution. In addition to these governance concerns, unrelated staffing issues were noted, such as the departure of staff from the obstetrics department in Jonava following renovations, with some personnel relocating to facilities in Klaipėda. Overall, the STT’s findings emphasize the need for legislative refinement to ensure standardized, transparent, and objective processes for institutional assessment and financial allocation.
