The Seimas is again proposing to ban Russian and Belarusian performers who have performed in Russia and Belarus from entering Lithuania

Amendments have been registered to the law governing the legal status of foreigners. These proposed changes aim to implement a five-year entry ban targeting specific individuals within the entertainment sector. The legislation specifically concerns performers and other representatives of the cultural and entertainment world who have conducted activities in Russia, Belarus, or occupied Ukrainian territories following the commencement of active hostilities on February 24, 2022.

V. Kernagis has put forward the proposal for adoption, citing the National Security Strategy approved by the Seimas. This strategy identifies both Russia and Belarus as nations posing significant threats and risks to the national security of Lithuania.

According to Kernagis, enacting these amendments would enhance the protection of Lithuania’s information and cultural space while simultaneously bolstering state security measures. The proposed restrictions are designed to restrict the movement of certain foreign nationals associated with the Russian sphere of influence. The measure seeks to preemptively control the presence of individuals whose professional activities have been linked to geopolitical areas designated as threats by Lithuanian authorities.

Proponents argue that such a legislative action is a necessary component of national defense policy, allowing the state to regulate cultural exchange in alignment with its security objectives. The amendments, therefore, establish a clear legal mechanism to manage who can enter and operate within Lithuania’s cultural and public life, based on their documented professional activities in conflict-related regions.
