The Seimas ratified the convention on the commission examining the damage caused by Russia’s aggression against Ukraine

The convention establishing the commission received unanimous support from 98 Members of Parliament on Thursday. This new body is tasked with defining the powers and functions related to assessing and examining the damage resulting from Russia’s aggression against Ukraine. The mandate of the commission encompasses establishing its legal personality, defining its organizational structure, and outlining the formal procedure for handling compensation claims.

Specifically, the commission will serve as an administrative body responsible for reviewing, evaluating, and making determinations on applications for compensation. These claims pertain to losses or damage incurred as a result of actions deemed internationally unlawful—either within the territory of Ukraine or directed against Ukraine. The scope of the commission’s review is critical, as it formalizes a mechanism to address the material and legal repercussions of the conflict.

The process is structured to ensure that all submitted claims undergo a thorough administrative evaluation. While the commission assesses the validity and extent of the claimed losses, the final determination regarding the quantum of compensation to be paid in each case will be determined by the Ministry of Foreign Affairs (MFA). The passage of this convention solidifies a dedicated international mechanism for accountability concerning the documented harm sustained by Ukraine.
