While the State Control Authority reported that no significant systemic breaches in procurement procedures were identified, the findings emphasized the need for greater efficiency in decision-making. Despite the lack of major systemic failures, the authority stressed that the growing level of funding and associated reputation risk mandates immediate action.
Consequently, the report recommends strengthening overall controls, enhancing monitoring of operational efficiency, and implementing measures to prevent potential conflicts of interest within the procurement lifecycle.
